as soon as possible a Parliamentary White Paper on the

subject of Opium cultivation in China; for this reason

I am to request an immediate answer as to whether Mr.

Secretary Churchill concurs in the terms of the proposed

reply to the Chinese Minister, in order that his memorandum

and the answer thereto may be included, should time

permit, in the correspondence to be published.

forwarded to the India Office, Home Office and Board of

Trade.
